Digital Cluster: Bill for Inclusion of State and Municipality on Identification Plates
A Senate Economic Affairs Committee (CAE) approved this Tuesday (16) a project that requires the inclusion of the State and municipality in car and motorcycle identification plates. Currently, the Mercosur Board, regulated by National Traffic Council (Contran) in 2020, it does not inform the states and municipalities of origin of the vehicles.
New Regulations for Digital Chipboard Boards
The text of Bill 3214/2023, authored by Senator Esperidião Amim (PP-SC), had a favorable report by Senator Lucas Barreto (PSD-AP). Thus, the PL will continue to analyze the Constitution and Justice Commission (CCJ) of the Senate. After that, if approved, the Mercosul Plate will have to include the vehicle registration locations. However, the measure will only come into effect one year after approval, and will only be valid for new license plates.
Implementation of Changes to Digital Agglomerate Boards
Anyone who already has a Mercosur license plate currently will not need to exchange it for a new one. Likewise, the change will not affect those who have the old, gray identification. In this way, the adoption of New model it will only be mandatory for 0-km cars, upon transfer of ownership (if the new buyer resides in a municipality other than the vehicle's place of registration) or in the event of a change of category, for example.
Security and Identification Aspects with Digital Chipboards
For now, it has not been defined how the new data will be inserted into the Mercosur plate. According to the author of the project, the inclusion of information will facilitate the identification work of the police, for example. Currently, it is only possible to check the origin of the license plate on websites and applications with access to vehicle registration data in the country.
The PL rapporteur, Senator Lucas Barreto (PSD-AP), argues that the project will bring “greater identification of the population with their origins”, as well as help in the adoption of “security measures, both in traffic operations and in combat to crime.”
Implementation of the Bill for Digital Agglomerate Boards
Be that as it may, the text still has a long way to go before it becomes reality. The project needs to be voted on in the Senate and the Chamber, for presidential sanction to finally have its regulation by Contran. Only after that will the Mercosul Board receive the proposed changes.
